I'm not sure, but I think it's what they used to do before IVA's came into being, but again, an expert will clarify that.

A Deed of Arrangement is an old-fashioned method of debt composition a little similar to an IVA but with differences. They were not very widely used prior to 1986, and I do not think are used at all these days.
