My final payment was 1st June 2018, I need to move and rent a property as I have been living with my daughter to enable me to complete the five year IVA I am now 62 I do not have any other assets, I need to take an amount out of my pension to do this, but have not received any confirmation on completion from my IVA company who were recently taken over (I have contacted them on 3 occasions )- can I do this or will this be classed as a windfall, and if so when would I be able to do this safety

I would advise you to defer any drawdown until you have that completion certificate, if at all possible. Until then there is a real possibility of you losing it as a windfall.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
IVA Completed 23rd July 2013 .... C.C. 10th January 2014

Wait until you have your C. Send a complaint to your IP in writing via registered post about last of response and issuing of CC.

If you already made your complaint in writing then escalate it here:

Bear in mind some firms tale up to 6 months to issue CC's so complaint might not be upheld if that period hasn't yet passed.

I agree with the other posters, cashing in now may put the funds in jeopardy of being snaffled by your IP. Pester them for your CC and as suggested make a formal complaint to your IP.
Last Payment made 04/12/14. Completion Certificate 25/7/15. IVA company GT. No Issues

Agree with the above.
