It is classed as income but should be offset against any needs you have.

As Kallis says, PIP is included as income, but most IP's offset it in the expenses column and allocate it to cover the expenses it is designed to cover. If you are just in the process of setting up an IVA and the Nominee doesn't do this, go to a different firm who will.
