After final payment, can issue of completion certificate be delayed by PPI request ?

after the final payment on the iva has been made can they request ppi forms to be completed 5 months after the final payment has been made, before releasing the certifcate to show it has been completed in full.

Basically, yes :-(

Until they issue that certificate you are still in an IVA and bound by its terms.
My opinions are merely that .. opinions based on experience. Always seek professional advice.

I made my final payment on my Iva in may 2012, 16 months on I still have not received my completion certificate. I have emailed GT several times for updates and every time I get another excuse for the delay. First it was that they were waiting for one of my creditors to sign off, then when they had all of the creditors agreement they decided to pursue ppi claims. They lost the first set of signed documents and so I signed a second set In January 2013. To date I still have no sign on my completion certificate. The complaints procedure is practically useless and I am at my wits end. Is there anyone out there that has a completion certificate from GT after signing the ppi forms? If so, how long did it take? And what did you have to do to get them to sort it out?

We made our final payment in may 2011. Signed all the PPI forms in 2012 and received our certificate in July of this year after many excuses . I still can not believe it is finally all over.

My humble opinion is it's far too long to be held under the terms and conditions of the IVA once you've made your final payment and not defaulted on your part! Keep badgering them.
IVA final payment left the bank on the 26th January 2013...looking forward to a debt free future.

I have sent two emails again, one to the closures dept and another to customer service with Iva forum in the subject as suggested on other threads. Hopefully I will get a response soon.
