All unsecured creditors should be included in an IVA. Are you saying that some have been excluded?
An IVA isn't just a contract - it is a legal document between the debtir and the creditors.

Hmmm interesting. What would happen in a situation where a person/company became a creditor after the time that the SoA was drafted but before the IVA was granted?
The relevant date is the date of the creditors meeting - so even if the debt was incurred one hour before that time it should be included into the IVA.

Thanks for the clarification. Is this the same as the "Arrangement date" on the register?
