I requested my IP to settle my iva and sent out the letters in august 2010, unfortunately they are taking so long and when I enquire they say my variation report is with the practioner and it's under review also I am in the queing system. I find that strange as it has been over two months and they are taking their time. Can I go to any other company to deal with this?
It is very difficult and expensive to change IP. Bombard them with calls and emails until they start moving with this...two months is an unreasonable wait. Who are you with? Maybe one of the professionals who post on here can help.
The short answer is that your own IP has to deal with the variation.
You should have heard something by now but if it is one of the big companies they could have a backlog of cases to deal with.

IPs are very busy at the moment, and variations are perhaps taking a lower priority than proposing new cases. You should ask your IP to confirm a timeline in which you can expect to see the variation presented. Replacing the iP firm is not a viable option for you.
