You're right Otter - the IVA was originally put in place to help business people, but it has been of help to general consumers alike and this has been the majority using the solution.

Unemployed individuals aren't actually prevented from proposing an IVA, but the current protocol in place wouldn't necessarily support it.
An IVA proposal needs to look at a compromise, it's a negotiation tool so you need really to be in a position to bring an offer to the table.
If you're anticipating your unemployed status to be a temporary situation, it could be that an IVA is suitable and could be based on token payments/debt management plan until this point or an IVA if there is something less speculative, perhaps a definite event to focus on.
