Im on a short term project for work at the moment and im travelleing a lot of miles to which i can claim 35p a mile allowance, this is tax free and excluded from my P60 . Do i need to declare this ?
This is paid to you to cover not just petrol but also the wear and tear your vehicle will suffer as a result of using it for work purposes. As Michael says, let your IP know, but it will not form part of your disposable income calculation.

I receive 40p a mile for all additional mileage travelled other than to my "home" office - this is paid separately into my account as and when it is incurred and I have not had to declare it to my IVA company as it simply covers additional mileage, wear and tear and parking costs that I have had to already payout for....just let your IP know
