It is all down to justification Andy. If the horse is a much loved family pet, then I would fight tooth and nail for my clients to be able to keep the animal.
There is always a compromise to be made with creditors, even if it involves a few extra payments at the end. As Michael says - and I repeatedly harp on about on the forum - the IP is not judge and jury, and it would be completely inappropriate for us to try and be so.
We have had clients keep horses in the past. I remember one client who had a horse that was over twenty years old and she had been given it when she was only a child. It cost £150 per month to keep and creditors accepted the IVA with the modification that payments were to increase if the horse died during the IVA. Creditors are not callous and it can come down to a little bit of negotiation but I would always put these things into a proposal and do the haggling at the meeting.
Regarding cats and dogs - we have an allowance for pets and pet insurance.
There is no way I would get rid of my dogs - they are our companions and any IP who would ever suggest this is obviously not an animal lover!

My dog has a better diet than we do - and is hand fed by my husband from his own dinner tray every mealtime. I know it sounds disgusting, but she is our baby and if she doesn't have her own plate on Dad's meal tray she just whines and whines.
The next dog we have is going to be properly trained!!
I'm afraid my dogs get fed titbits from the table and sleep on the bed!

My two will eat anything - they don't care what it is - well they draw the line at anything really spicy but I sometimes wonder if Suzie would scoff it and then realise it wasn't good for her!
It probably is a survival thing - even though Suzie is well fed, she wolfs each meal down which leads us to believe that she has had to fight for food in the past.
