Hi
When you say you started your IVA in January, do you mean you made contact with someone who is now in the process of preparing proposals?
Are you a homeowner? If so, what assets do you have? How much is your overall unsecured debt?
I hope your daughter is on the road to recovery.

As Ian says, it may be that the charge was present at the time your IVA was finalised, but I am sure that your IP would have been aware of this.
If there was not a CCJ against you for this debt prior to your IVA, I would contact your IP and let them know and let them deal with it.
