how long do I have to wait for closure as had a phonecall on 16th January (2 weeks ago) that i'm expecting a letter of completion soon

My IVA finished in July 2012, awaiting for those completion letter. I'm going thru divorce and husband took the only car off me and struggles to go to work as it's 15 miles away. Will I be able to get a car on finance with a conduct letter from the company to say I'm no longer in IVA?
