Well well well, GT replied to my chasing e-mail the day after I sent it. They have promised my Completion Certificate within 6-8 weeks and that there is nothing holding it up now.

I think this relates to 6 years after the IVA starts, not when it finishes. It's normally 5 years for the IVA and then 1 year after that until the debts on your credit file are shown as 'satisfied' - so 6 years in total.
