Yes - all of my self employed clients are allowed to pay quarterly if they want to. Although not many do as the vast majority want to pay monthly.

We`re in a Partnership self-employed IVA and pay monthly which I strongly suggest is a much easier way to budget than quarterly.
Our youngest son is now at Uni and I cannot for the life of me understand why Student Finance allocate his money in a similar way. I know of no other situation, working or otherwise, where you are supposed to manage your income and expenditure under such constraints.
