Lloyds bank have shut down my account. I do not owe them any money and have a payment which went into the account for £800 but they will not allow me access to it. I have been told that the insolvency people have to decide.

Did you not have to close your account before entering the IVA?
I was told to open an account in a different bank.

If you are in an IVA your bank account has nothing to do with the "Insolvency People" ( Bankruptcy is a different matter). I suggest to speak to the manager and inform him that his underlings need re-training.
My opinions are merely that .. opinions based on experience. Always seek professional advice.

I'm wondering if Lloyd's has it's own insolvency department. I seem to remember posts about Lloyd's closing accounts of anyone who is BR or in an IVA. I don't recall it happening so maybe it's starting?

Do you owe any money to Bank of Scotland, Halifax, TSB or any listed on (be it overdraft, credit card or loan)http://www.lloydsbankinggroup.com/media ... rands2.asp ?

They are, of course, free to close any account they wish -- but only with due notice. They are acting unlawfully in freezing an account, other than in BR or a criminal investigation.

Have you become bankrupt?
