Does anybody know if gt issue certificates of completion on certain days of week or days of month?

Full and final accepted 7th February 2012. Final payment made 4th April 2012 hip hip horray !!!
Certificate of completion received 7th September 2012

They should issue them as and when a case gets closed, and I am sure that they are doing this on a daily basis.
