It's possible to report people for lots of things, but before you do, the first question to ask yourself is "what's my motivation to do this?"
If you're happy with the answer to that, then once you know which IVA company they are with, it's easy to start the process of dropping them in it, a phone call will start the ball rolling.
I'm not sure that I could be that person, but if you could, that's what to do.
I agree with Bradders. I personally concentrated on my own IVA and did not watch what other people paid or what they had coming in. Not everyone is open about being in an IVA - did this person tell you in confidence about his/her financial situation? By contacting the IVA you could be betraying the persons trust in you too.
