Send the email to the IP as this has lead to good results in the past. No IP wants a complaint especially when they could be in breach of the terms and conditions. Point that out to the IP and advise that you will complain if fobbed off again. You may get priority and regardless you have nothing to lose.
Do not believe what you are told by Payplan. Ask for a copy of the terms and conditions that relate to your IVA and there will be a section on variations. It seems like you should just make a formal complaint and escalate to the Gateway rather than continuing on with your current dialogue.
I have emailed both of the IP's named in the IVA document expressing my frustration with PP and the 4-5month wait for a full and final. I will let you know of the outcome.

Yesterday I received an email with a meeting date of the 24th October. This was one day after I emailed the IP directly. While I've had no response from the IP's, I think it may have done the trick!
The circular is in the post to me and if I get it back to them by Monday, the meeting can go ahead.

Shows the value of a forum. How many other people are waiting months for a simple variation when all they need to do is be told which buttons to push... Best of luck with the offer and do not worry about the fee. It comes out of the pot and may well be cut to £300 anyway. It will not cost you.
