Providing you are on the electoral role you should be able to open a basic Cashminder account with the Co-op. You can't do this online, you have to open it on the phone or in a branch. I used to have one and it's a good account.
The other one is Yorkshire Bank, again it has to be done by phone or in branch.

Hi
I have noticed a few people getting rejected recently for the basic cashminder account, so be prepared for that.
You can always fall back on Think Banking if you are turned away
Regards
If you mean as a creditor for voting, I think they are ok.
As a bank to bank with, they won't have anyone with an IVA and even if you open an account with them, they tend to close them down as do HSBC.
