Just to dispel the myth - all providers of IVAs work to the same terms and conditions and basis of fee charging - which in itself is set by creditors anyway.

i have recently opened a halifax 'reward' account - i am in the process of moving everything over, so hope is 'allowed'

Should be - as long as you don't have an overdraft. I take it they're not a creditor?
