It probably depends on where you work. They're all different.

I've no idea, as I said each company will have a different criteria.

I presume you ate waiting for a job to be advertised. You could always ask your boss or give HR a ring to ask them.

It depends upon the particular employers policies at the time. In the public services a job often has to be offered internally first and often to a specific section of the workforce (those declared surplus, facing redundancy or redeployment, etc). Many jobs will never get offered to the wider public.
