I live with my partner. The IVA is just in my name but his wages are taken into consideration when looking at my expenditure / affordability.
Could he offer to pay for a F&F or would that be windfall?

It would not be a windfall as you will not be getting anything ! The funds are a gift from your partner, solely for the purposes of a F&F and will, eventually, be transferred direct from his account to the IVA provider.
