I start my iva in april last year and since changing my job in feb last year i have been thinking of leasing a car can i still do this under my iva.

So long as this could be built into your IVA budget, without affecting your ability to maintain payments, this is possible but only with your IP's permission.
Personally I feel that it will be difficult for you to find a car leasing company who will take you on whilst in an IVA.
