Will PPIs rules during an IVA be overturned before August 2019?

Just a general question/poll really. Do people think the current ruling that any unclaimed PPI automatically goes into your IVA, if it wasn't 100% paid off, would change or be further investigated dependent on individual cases and the money be paid to the debtor, between now and the deadline of August 2019?
Maybe in a circumstance that it is proven a PPI contributed to the debtor ending up in an IVA in the first place? You don't need to owe thousands to be in an IVA. As little as £10,000 is a starting figure and in todays money, that not a lot.There must be some cases like that, I would think.
Any thoughts/comments?
