I would like to pay off our Iva we owe about 10,500 approx is there a lender who will lend a secured on house

there are lenders but it is based on equity in property

You are probably going to have similar problems with all lenders with the solar panels as this impinges on the value and security offered.
What are you planning to offer? Is this a sum based on remaining payments, or outstanding debt amounts?

You can offer a full and final payment to end the IVA early for much less than the outstanding debt. Creditors regularly accept payments based on the number of remaining payments ( plus 12 if equity is to be dealt with), multiplied by the current monthly payment. This will give the creditors what they signed up for.
