We made a full and final payment in Oct last year and I still haven't received a completion certificate, GT have told me they are still waiting on three creditors replying, is this normal practice

Depending on creditors submitting claims, and final closure process including ppi traces it can sometimes take longer than normal. I would chase this with your IP on a fortnightly basis now ...hopefully won't be long now.
