if i owe money to the secratary of state can i apply for iva or bankruptcy

Seems a strange question. If you borrowed a few quid from a minister then he becomes an unsecured creditor but if you owe the taxpayer money then that can be included.

By the way, no government or minister has any money other than ours.

The only 2 things I can think of would be CSA arrears or DWP overpayments that would have anything to do with the state. Hopefully the poster can be a bit more specific as to whom money is owed to.

CSA arrears cannot be included nor can DWP overpayments. Social fund loans can be included but if you owe the minister for cocaine or a duck pond then he becomes an unsecured creditor!
