Can i get out of a phone contract with Orange now i'm in an IVA? Then get a PAYG sim instead

You can, but you will still be contractually bound to pay over the balance of the sums due to the end of the contracted term. That debt cannot be included in your IVA --- so, in effect, there would be no benefit from cancelling.
