You do have to be in the right frame of mind to stop smoking and I am sure many of the ex smokers on here will agree that the more somebody else tells you to stop the more you want to smoke.
I found I have only been able to stop in circumstances when it was my decision and I was in the right frame of mind.
Its the same with the IVA, being told you cant smoke just makes you want to smoke more.
Smokers are being forced to take tablets and wear patches. These are supposedly 'free' on the NHS but last year cost over £70 million pounds of taxpayers' money. The success rate for these treatments is less than 2% as opposed to 20% for those who go 'cold turkey'.
Doctors are paid to refer smokers to these smoking cessation clinics and the drug companies make a fortune dishing out useless products and dangerous in the case of tablets.
Going back to the thread, it is incumbent on IPs to do proper I&Es that allow clients to have a life and if that means the odd cigarette, beer, trip to the gym, keeping animals etc then that is fine. IVAs will run their course if affordable and sustainable and clients should not have to decide whether to feed themselves or their dogs or whether to turn on the heating or have a smoke.
If you spent a whole day in a room full of smokers with the windows shut it may be unpleasnt but you will not die. Try it with car exhaust fumes and you will not last 15 minutes!!!

Car dish out other polutants (monoxide etc) in vastly greater quantities, but over time, the cigs will kill you as well

But I have to say bravo to the majority of your post, you sound a thoughtful and very considerate person. If only all smokers were like this then a lot of the arguments would not take place I am sure
