can my parents qualify for an iva as they are both on State Pension and have found themselves in a mess

Can you post details of total unsecured debt and the amount that they feel that they can afford to pay each month.
Are they homeowners ?

Hi Nigel ... I just wanted to say welcome to the Forum. One of the experts will be able to help if you post a few more details of your parent's sitaution e.g amount of debt owing and, as Andy says, whether your parents are homeowners or not.
