does iva include debts incurred from over payment of housing benefit and council tax benefit, bank overdraft and rent arrears. The overpayments of benefits amount upto around 18,000 pounds.

I wasn't sure about housing benefit and council tax benefits but my staff tell me that they can go into an IVA. Bank Overdrafts, definitely. Rent arrears yes but be careful if you still reside in the property as the landlord may well watch you like a hawk in the future. Also, there is a period between the issue of the proposal and approval of the VA where you will be vulnerable to distraint if you don't have an interim order.
Technicalities over, now the practicalities: You are on Council Tax and Housing Benefit (albeit overpaid) and you have arrears of rent to your landlord. That must beg the question as to whether you can afford to make contributions into an IVA. Have you done an income & expenditure account and, if so, what is your disposable income i.e after living expenses?
